. . . . . . . . . . . .
welcome

ASSEFA BARAN project was initiated during 1979 on the request of Rajasthan Bhoodan Gramdan Board. The Project’s jurisdiction till  1984-85 remained to three villages namely Laxmipura, Kunda and Kapdikheda.

The villagers of Kapdikheda did not co-operate to the team at all. Slight response was given by the people of Kunda. The land development work was carried out along with digging of open wells. The Sarvodaya made responsible for development activities could not manage the project under the grave local situation.

In the village Laxmipura near Kelwara Sitabari, another experiment was conducted by ASSEFA. The entire Bhoodan land worth 225 acres was allotted to ASSEFA for development. Initially 3 open wells were dug for irrigation purpose. Group farming was introduced to develop the land. Wages were paid against the men days. This experiment was not absolutely successful. The Project team then worked on problem specific factors to handle the situation and make the people united.

The main problem being faced by the beneficiaries was lack of irrigation from the Government canal. The influential big land lords were using the water in their fields and the small Bhoodanee landowners deprived of the benefit. They united on this issue and approached to various government officers at Baran, Kota and Jaipur under the guidance of ASSEFA Project. This could lead to some gains in their favor. The revenue officials were directed from their apex officials to fix the water distribution system and abide the big landlords to follow it. There were many bonded labours which were freed from the clutches of landlords. The labours were paid much less wages than the approved one’s. To argument this situation, all the 35 families freed from bondage & were allotted developed land by ASSEFA with privilege of irrigation by well.

During the year 1986. Situation became grave when the vested interest united and threatened the Project Director with arms and weapons in mid-night at his residence at Khankra. The group of 20 holigans asked the Project Director to wind up their activities and do not interfere in the affairs of landlords. On hearing this news, all the allottees came united for the rescue of the Project Director. The vested interests left the arena threatening both the beneficiaries and project director this was the result that through constraint persuasion and dialogues and unity among the beneficiaries. The situation has been changed a lot now. The landlords and Bhoodan Allottees are meeting on a common platform without any discrimination of caste, Sex, Class or Social status.

During the year 1987, the farm labours of eight villages united on the issue of the low wages being paid to them. They ceased working until they were paid wages at revised rates i.e. Rs. 16 in place of Rs. 10 to the male worker and Rs. 12 instead of Rs. 6 for females at that time. This agitation continued till 45 days.

The labors remained united until the landlords agreed to pay the labor wages on revised rates. These were the common issue brought unity among the people and bridged the gap between the people and ASSEFA project. There is four-fold expansion and progress in the project activities since the year 1986; the project activities were extended up to 40 villages in Kishanganj block of Kota District of Rajasthan for all round development. Now Baran Project is situated in Baran district. The project has been working in 50 villages intensively and in 70 villages extensively in the year 1997, benefiting more than 3650 families. Almost all the project villages are situated in one the most under developed parts of the Rajasthan, which are away from main roads.

OPERATIONAL AREA :
The project constitute by 100 villages. The whole project is divided in 7 clusters supervised by field supervisor. In each cluster there  are 14 to 16 villages. There are Gram Sabhas in each village. The family head is member of that Gram sabha. The Gram Sabhas have a meeting once a month and special meeting is also conducted when ever it’s necessary.

The Gram Sabha takes proposal of such person who wants amount for the asset. Amounts and terms condition of recovery are also shown in the proposal. 2/3 signature are necessary for passing the proposal. The field supervisors scrutinize the proposal and it’s submitted to the project office. The project office gives cheque of the proposed amount to the Gram Sabha. The Gram Sabha gives it either to the person whose amount is sanctioned or to the firm as the case may be. It is the duty of Gram Sabha to recover the amount and give utilization certificate. It is also signed by 2/3 members of Gram Sabha. The project gives grant to the gram sabha. The grant for the village purpose is not recoverable all social development activities as such Community Dev., Health, Education and environment dev. Etc. The amount given to needy person is recoverable in installments and that recovery is deposited in revolving fund. This revolving fund is transferred to the S.J.S.K. and Sarva Jana Seva Kosh deposits that money in the village account.
THE PROJECT MANAGEMENT :
The project team of 7 field supervisor, one area supervisor and field officer are headed by an experienced project director and further  supported by consultants in field of education & women development, Forestry, Agriculture and animal husbandry. There are two program organizers for women development and health assisted by three programme associates, women supervisor, Animators. In Govt. recognized upper primary school there are six teachers.

The Gram Sabhas play an active role in planning the activities and enthusiastically participants in implementation of programmes. The day to day work is carried out by project staff, office superintendent, accountant, typist etc.

3. ADVANCE IMPLEMENTATION: Starting and implementing the various programmes in the entire Project area.

4. TRAINING IN SELF MANAGEMENT: Consolidating the programmes. Building Com-munities own capability to run the activities.

5. SPIRAL GROWTH: Launching similar programme in nearby areas where communities are prepared and eager to accept  ASSEFA’s assistance and withdrawal of ASSEFA from earlier project.

ORGANIZATIONAL DETAILS :
ASSEFA aims to promote peoples involvement and participants in all development activities and to develop their capability of the managing the village economy and social system to the satisfaction of all.

ASSEFA has been following this process progressively with firm conviction. Starting with the formation of the people’s organizations  (Gram Sabha) and build up of the community action. ASSEFA transferred to the people the programmes including supervision of field staff in many projects.

To fulfill the aspiration of the villagers strengthening the organization and motivate towards the goal of community development  programme is essential. Agriculture Development Programme

Most of the agricultural lands were not fertile and there was not proper leveling of that field. These factors have effected in lower  production. So the project took the work of land reclamation, then irrigation facilities were provided as lift irrigation, Tube wells, Digging new wells and deepening old wells were the means of irrigation. On which ASSEFA Project gave them financial assistance and training. The certified seeds and fertilizers were given for better agriculture production.

ASSEFA Project also tried to help them in Agro-services and modern agriculture implements and techniques.

Cropping_Pattern
Habit fromation for better Vegetables Practices

Cropping Pattern:
There was traditional agriculture practiced by the people. The lands were un-irrigated and un-leveling. Crops pattern was also traditional. Wheat, Jawar, Maize, Pluses were the main crops. No crop rotation was used. The seeds used by farmers were not improved and tested. So the yeild production was very low. The agriculture condition was very poor. ASSEFA project realized these difficulties, irrigation resources, field reclamation work were provided by the project.

After it improved seeds and fertilizers were also introduced. The farmers were also given training and demonstration farms were also organized.

Now the crop pattern has changed. Commonly the crop pattern is Wheat, Soyabeen, Mustard, Potato, Sugarcane,  Vegetable, and Rice. The farmers are sowing money crops.

The changing pattern of crops has effect their lives and the living standard have changed. Now the prosperity is seen in the villages.

Due to area reclamation, fully irrigation facilities, using of modern agro service, improved seeds, fertilizers and new cropping pattern have changed their lives. The crop yield is much better than before. The economic conditions of farmers are far better. Before intervention of ASSEFA work most of the villagers suffer from hand to mouth.

Now they are owner of tractors, Motorcycles and modern agriculture implements. Mostly they live in Pucca House. Due to high yield production and good selling price, they have also good bank balance. In end it is true that income generation has increased.

PROGRAMME PRIORITIES : In order to fulfill the above objectives under the local conditions, we have come up with following programme priorities for the area.

.

Emphasis must be laid on developing irrigation schemes that use ground water as digging new open wells or  deepening of old wells is generally unreliable and unprofitable. The tube wells have been welcomed by people and collective irrigation scheme, distributing water with help of open channel or buried pipes can benefit a large number of people.

.

Agro - service revolving fund must be created in each village to an extent that they can tide over their short term credit requirements. This may be built up from recoveries as well as additional savings on part of villagers.

Tractors are also serving the good purpose in agriculture. So the Gram Sabhas have decided to have tractors in each village. It is our experience that tractors are helpful in modern agriculture.

This save times and gives more utility.

.

While tribes must be encouraged to upgrade their animal breed. Only other backward communities can manage an exotic breed animal satisfactorily.

Promotion of fodder cultivation and Veterinary care are essential, pre requisites of any animal husbandry programme.

.

More attention must be paid to providing credit for and developing local trades and vocations and agro processing units. Such a priority will use the skills and resources available within the area and community.

.

A forestation through a crying need have not been seen by villagers as a solution to their immediate problems because of doubts regarding ownership and usurpation rights. Hence a collaborative effort with the Government to afforest the barren lands will be required.

.

All encouragement must be given to villagers to work for the community either through exposure trips, camps or training, An attempt to go along their norms and practices for collective action and recreation would prove a big help. It is proposed to have an exposure tour of the men and women residing in the villages. This approach is more benefit to the participants to give them advanced knowledge. It is useful media to give awareness and also to expose their ideas, contact, seeing different environments and new places are the means of learning and better approach to new situations.

.

Sanitation and potable water availability should be paid the greatest attention under health programme. Government help can be sought in training local midwives and in immunization services for reducing maternal and infant mortality.

Education is the best resources of human development. All economic and other programmes are based on education.

The Govt. and N.G.O. (s) are doing their best to spread education. Literacy is one of the essential component generating programme. There are many problems in literacy campaign. Not regular attendance of unliterate person. So no fruitful result is achieved ASSEFA project is running one recognize Upper Primary School, 15 Balwadies. but the aim of spreading literacy is not fulfill. It is known to us that there is poverty in villages. Most of the time is consumed of the villagers in their livelihood. There is no proper time for this as they can’t come at one time. So considering this aspect we have started 10 informal education centers. The timing of these centers have fixed according to the need of learner. The enrolment is 860 in these centers. The result is found satisfactory.

SOCIAL AWARENESS :
After intervention the villages in the programme of ASSEFA, it is found that the approach to solve the problem in democratic way is truthful.

ASSEFA’s theme is to work with the people. All programs are done by the people. Decision making power is to the Gram Sabha (village assembly). As these programs are for the people, of the people, so implement should also by the people Awareness camps have changed their ideas. Now they live, think, work together. All problems of village are settled by themselves. They took firm determination not to go in court, police. All matters are finalized in the village. This awareness is due to timely contact by the ASSEFA worker. They think ASSEFA worker as their guide, friend and parents also. They have full confidence on him and works with his advice. Ideas are interchanged. They freely talk with field supervisor. The self decision shows that they are in such a position and capable to do work independently.

The child marriage is minimized. There is no exploitation of men & women in ASSEFA villages. Women have same right as men. The Mahila Samoohs are doing their work in right way. They are fulfilling their aims. Economic and Social upliftment are seen there.

They have collected Gram Kosh, Grain Kosh. This is a good habit of Saving. The gram Sabhas are taking such decision for economic improvement without base of caste and creed. Their thoughts are democratic. They sit equally on the plate form of village. They sit and take decision on one floor.

The effect of social awareness that most of the villages have given up Alcohol drinking, this is due to Padyatra and awareness programs organized by ASSEFA Project.

By Collective efforts of Gram Sabhas, Mahila Mandals and awareness programme to get rid of social exploitation and social evils. Main emphasis is to be given to have a society where there will not be given importance to caste, creed and Sex. A society will have aim of self reliance of self management.
